How Are Commercial Opening Hours Around the World?

Is the shop open? Or is it closed? Does it frustrate you that you can’t go shopping on Sundays?

The liberalization of shop opening hours has become a controversial topic in Europe and has sparked debate between retailers, business owners, institutions, and consumers. “Sunday shopping” refers to the ability of retail stores to open on Sundays, a day that Christian tradition typically recognizes as a “day of rest.” The laws regarding shop opening hours differ across countries, but some still continue to prohibit Sunday shopping.

In the United States and Canada, almost all stores are open every day of the year, except on Thanksgiving, Christmas Day, and Easter Sunday. With the exception of some shops in suburban areas and small towns, Sunday shopping is allowed in most of the U.S., Canada, and South America, where there is virtually total freedom regarding store hours. On the other hand, in other parts of the world, such as Europe, some countries still do not allow shops to open on Sundays, like Norway and Switzerland. In Spain, the general trend is to allow shops to open one Sunday per month.

Here are some of the pros and cons of shop opening hour liberalization:

Pros

  • Increased economic activity during public holidays
  • Benefits for consumers
  • Opportunity to shop outside of traditional hours
  • Improved tourist offerings in certain areas
  • Creation of more jobs
  • Elimination of extended breaks

Cons

  • Harms small businesses and medium-sized enterprises
  • Insufficient rest periods
  • Creates an overly competitive commercial environment
  • Requires employees to work on holidays
  • Negative impact on family and religious life
  • More hours open doesn’t mean more sales

In conclusion, granting freedom of shop hours in areas declared as tourist zones is considered beneficial to take advantage of tourist foot traffic and both direct and indirect consumption. Why then can’t the same rules applied to tourist areas also apply to non-tourist areas? Another debate-worthy question: Should shop owners be free to decide their opening hours if they and/or their employees are willing to work during those times?
